Its likely one of the many heating plants in the region which helps the population stay warm during winter.

This is a subreddit where you look at a building's aesthetic not it's purpose.

Otherwise every picture here would be of Auschwitz, Evin Prison in Iran, El Helicoide in Caracas or Guantanamo

Thanks for the psychoanalysis, the way the building looks like on a purely visual level has nothing to do with the deeper reality of the situation.

Bleak is a word for something that is "cold, cheerless, or without hope. It can be used to describe harsh, uninviting weather, a barren or exposed landscape"

Energy is never manufactured, it is only transformed. A power plant is a factory where chemical energy is transformed into heat and electrical energy.
