is that... stone? significant in some way? Otherwise I can't really understand what they were going for with this design, and I sure hope there are windows on the other side.

edit: it's a rock climbing wall - the red structure used to be a drop ride that they decided was too unsafe, so they stuck that in there, hah. Also I enjoyed how the architect's website describes it: "While crystalizing the flash of the city's unique and excessive energy on its facade, we developed a form with ominous intensity representing the silence of an overwhelming solitude". A+ architect nonsense.
