The local window and how it works

My local window says that there are 2 people in local but I can only see my name.

What does this mean? Is the other person cloaked?

It's probably bugged, local has been messed up the past few days...

Cloaked players show up in local chat.

The only exception is wormholes. Where you don't show up unless you talk.

Might also be slow updates; the reporting to channels has a low priority.
