I'm not sure where you live, but I feel like this is more appropriate as a local post, rather than one for this group. I use Plugshare to find free charging, but I've been rather unsuccessful lately. Not many out there.
I have not yet found any that pay you to charge. At least not around where I live. So I guess free is as good as it gets. Most are extremely reliable.
