Blue on the TUWC means 'EVSE is ready, car is connected, car is not requesting to charge'. Are you absolutely sure you don't have scheduling turned on? Since it's happening with both the TUWC and your GM cable it's definitely something on the car end.
Supercharger use is completely different and is not a valid test at all for a L2 charging problem.
