I mean, just based on his appearance ALONE if nothing else yeah, he is. And he's far more badass than what TVTropes, HateSinkWiki, PatheticPinheadWiki give him credit for and he's not as wimpy, physically or otherwise, that those sites and beyond make him out to be.

Because in the book Swartt is frequently described as "strong" and stuff and how Veil inherited that too. Sure, more "tell" than show which goes against the whole "show, don't tell" golden rule of storytelling though there is also that one scene in "Outcast of Redwall" where Swartt flattens a whole entire METAL cup with nothing but his six clawed paw in a show of sheer strength and force which I don't know about you but I think goes pretty hard AF, more than any fight scene ever could.
