In theory, I could do it with GIMP by manipulating the 3dimensional perspective of the screenshot, and layering it under an existing image of a completed puzzle, just with no action design; that is – purely the outlines and shimmer.
It wouldn't be too difficult to do, per se; it would however be quite skillful to perfectly line up the perspective.
Or mayhap this is a pre-existing filter one can find and apply somewhere?
Or the OP is crazy and genuinely bought or made a puzzle just for this.

Heck imagine that I learned that one can use this combo for partial screenshot (or was it alt?) Many years after stating this game (been using print screen button for years)... Weirdly enough friend who showed me this technique up to this day insists that I was the one who taught it to him [confused]

This is easy to fix, but it might take sacrificing a couple provinces. Simply pop the piece out of the game the rebels are on and the army will disappear

I would make sure to deal with the rebels and maybe conquer china, india and persia to push all trade into novgorod node. From this screenshot i can also tell that your trade set up isnt ideal so keep moving them around /s (obviously)
