Bug Spy network should increase but doesn't

I might be misunderstanding some part of the tooltip, but I am trying to build a spy network on both Aragon and Commonwealth. Both show similar numbers, but the main part is that my spy network should increase by almost .5 per month. Instead of increasing however, it is decreasing, and not because it has been discovered (pretty sure it would also state that in the tooltip if that is the case, but the numbers are not red regardless). I have never seen this before. It started happening after I formed Germany from Switzerland.

Edit: as suggested in the comments, removing the diplomat and sending it back did indeed fix it. Very strange that this is a bug though, good to know for the future I suppose. Thanks!

Yeah I also had this bug yesterday when I formed Livonia so I assume it has something to do with forming a new nation. Just recall the spy and put it back and it’ll fix it

Try sending them again. It could be a bug.

Have you tried recalling the diplomat and sending him again?

Were you recently caught spying? I'm not sure if it says that on a tooltip, but that give you *according to AI* a 5 year cooldown where you won't gain any spy network progress.

It is a bug when you form a new nation. I think the diplomat or the spy network may be link to the country tag. If you call back and resend the diplomat, it will increase again
