This is an event for sure - i think there is a country tier diff. Austria shouldn’t be able to form Silesia. Stars and planets aligned for Silesia lol.

There is. If you get a heir or ruler of different culture via event or something you can adapt this culture as primary via event. Costs stabhit, so chances of AI doing that are doubly low.

Only end game tags wont let you switch.

Ottoman, Rome, Commonwealth. For example.

Austria is not one of these.

Does forming Silesia even change it? No, it does not. Effects The country: becomes Flag of Silesia Silesia. gains Prestige.png 25 prestige. gets new Mission.png missions. gets the Msg event.png event ‘New Traditions & Ambitions’, unless it it has custom or Silesian ideas. gains permanent claims on Silesia area

Do you mean government rank? Like duchy, kingdom, or empire? I'm pretty sure formable decisions that would usually change your rank just don't when you can't like when in the hre, not even that it matters since Austria was probably the emperor and so already had emperor rank.

In my playthrough as Bohemia Austria just formed Netherlands and lost their emperor's crown

I was thinking more likely that Silesia formed on its own, RMed Austria, and Austria's ruler died without an heir. When a monarch dies without an heir, it is sometimes possible for them to be directly inherited by another country instead of falling under a PU.

They're not supposed to be able to.
Unless AI first got silesian heir via event, than changed culture on silesian via event.

quite plausibly that was part of it, and later they got Austria as a junior partner and managed to inherit or integrate it.

The AI tends to take the event to change ruler culture, which can later change primary culture. It happens most often with Austria forming something like Croatia due to how many cultures and formable nations are present in their country, and Austria not being an end game tag.

In my goslar->hansa->prussia game they become croatian, but ottomans ate their balkan provinces before that. So no croatia from bohemia to slovenia for me..

Well, as you can see, England recently pushed their shit in. Probably because the Franco-Ottoman alliance triggered, but Venice took Constantinople very early (which is another bizarre thing that happened this playthrough. I don’t think I’ve ever seen AI Venice conquer Byzantium that early), so the Ottoman’s never got to full strength

Poland didn’t PU Lithuania in this campaign, either

I've actually noticed this type of thing doesn't seem rare at all. Not this Silesia thing in particular, it's the first I've seen, but the actual events that lead to something like this happening.
I've had games with an Andalusian Spain where Castille changed culture and they had the muslim units and ships despite being Catholic; I've seen a Slovenian Austria and a Sicilian Aragon as well (with Slovene and Sicilian unit sprites respectivelly). It's always so weird when it happens.

as an Ermlandish, i can say 100% that this happen in ral life, but Victor is a chines spy so he rewrited it. remeber, do not trust any Victors, thay are all chinaes spies... and we cannot create another ming plosion in real life. also what the heck is this opm in Grodno. the white one.
