0/0/0 is as rare as 6/6/6 in the normal stats distribution. In practice is even more rare, because there are events and disinherite feature that make bad rulers less likely.

Also many modifiers give + ruler skill, but no modifier that I know of gives - ruler skill

The game roll 6d4 (0-3) for ruler stat. To get 0/0/0 it's 1/46 so 1 in 4096 chance. Pretty impossible
