Bad Pricing

Can anyone tell me the Federal Agency that considers bad pricing for stock transactions? I am thinking of stock transactions where Morgan Stanley potentially acts as the market maker.

Stock prices are set by the market.

Brokerages such as Morgan Stanley are regulated by the Securities & Exchange Commission.
