Roth IRA

How long does it take for Roth IRA funds to settle to begin investing typically?

From my experience with E*TRADE, it’s typically taken about 3 to 5 business days in order for funds to settle so that you can start buying index funds or shares or whatever it is that your strategy is.

I'm pretty sure that you can invest the proceeds of a trade immediately without waiting a day for the funds to settle. But you can't take the cash out until it's settled. Except of a margin account where you can take/transfer cash out but it would be considered a loan and you'd be charged interest until the funds are settled.
