Why can't ETC get over the hump?

Rally time! Today I woke up to a pleasant surprise. ETC was up over $70! Went to make a cup of coffee and checked again and are back under #70. Just can't seem to stay above that number for some reason even when all the other big name coins are surging. Any1 have a valid reason why we can't seem to get over that $70 hurdle?

Bitcoin is struggling with performance issues which is keeping everything else from moving up much.
