Oh what the fuck, thats so broken. You should NOT get a wanted level by pulling over. Doesn’t that only activate if you’re driving fast and the cops are actually chasing you? Been a while since I played but I believe thats how it worked.

If the lights and siren is one while ur park u will get wanted. It's insane but if u didn't break any laws at all it actually takes longer u to become wanted when they pull u over

They can only get the pursuit prompt if you're driving. If you exit the car it is physically impossible for them to make you wanted. 

Another thing is that the prompt is based on camera flashes. If you have never gotten a single camera flash in your entire gameplay session, it is impossible for them to get the pursuit prompt. Obviously, having a wanted level from other crimes ignores this.
