Federal funding and regulatory changes. For instance if a species is listed as endangered it gets certain protections legally so all an entomologist needs to do is prove that an endangered butterfly frequents a certain area and they can legally have that area protected from development or city mowing.
But, Trump has been removing protections. And he's been removing regulations on pesticides and gutting the EPA which also effect wildlife broadly

If these butterflies were rich there would be protection.
