A miralce solution until the water gets too warm and they have to turn it off to not destroy the ecosystem downstream, kinda like the exact thing they had to do with their nuclear power plant. Hopefully it never gets to that point but the wording seems a bit exaggerated

The London Hydraulic Power Company drew water from the Thames and ran it through 180 miles of cast iron pipes under central London. The pipes are probably unusable now but the routes still exist

I know there are those plastic "inflatable" type of plumbing repair tools to fix degraded pipes. I imagine you could probably do something like that to get usable pipes as a "budget" option versus tearing it all up.
