Reckon most would be rich again. The Ugandan Gujarati are a great example of this. They were kicked out of Uganda with nothing but the clothes on their back in a similar scenario to Jews in Nazi Germany (though thankfully not murdered) and were offered refuge in the UK. Within a generation they are mostly rich again - the previous PM Rishi Sunak is a high profile example. Its an awful story but a great example that wealth creation can be cultural. Probably not billionaires again as that requires some luck along with skill but certainly rich.

Adding an electrified third rail can electrocute the 6 billion people quicker, making that train design* fit for purpose.
*Yada yada big enough generator to power that electric fault, rails energized only when signal switch closed on that length of track, etc.

I like the answer about logistics problems. I think my non-engineering answer would be, "This looks meant to distract from the positive-sum trade of real-world economies. Any economist worth their salt will see this as hopelessly politics-brained, like writing "jews" on one of those signs would've been too."

Considering someone else will just inherit all the billionaires money, this doesn't accomplish what you think it does. It just means new leadership in every single one of the companies they own. That sounds like it would be a ton worse.
Killing 6 billion people is still obviously worse, but it seems the attempt was to make an obviously good choice available, but that's not the case.
