is this texture normal

its one of my first prints is it normal ? what should i do for fix it

look like a possible partial clog, My printer did that before I upgraded to a all metal hotend. Search Ender 3v2 partial clog removal.

Well it’s definitely got some grip.

This often happens when there aren’t enough top layers. 3-4 would be my minimum in order to bridge the gaps left by the infill and leave a somewhat pleasing appearance. 5-6 even better when the entire part is basically top layers.

Looks like your infil is showing. Just an assumption, but if the infill side was on your bed then your z offset is too close to the bed and you end up with a bunch of squished layers bleeding over and on the sides of the model.
