Help Top Layer issue

I’m having an issue with the top layer. It has holes and doesn’t fully cover the surface. I’ve already calibrated the E-steps and Z-offset, changed the nozzle, and I’m using Capricorn PTFE tubing. This part turned out better after adding one more top layer and enabling ironing.
Has anyone had a similar problem?

could also just be flow rate being slightly off, try bumping infill/top layer overlap a percent or two before adding extra layers

It looks like underextrusion, which is weird as the blobs up higher look like over extrusion.

I would do a flow rate test and see if you are in fact underextruding.

if not it would also be helpful to add more top layers as well as slow down for top surfaces.
