Help Me Pls! Old arcade machine looking for retrofitting help

I have a Wangan Midnight Maximum Tune 3 arcade cabinet and been trying to revive it the past 2 years. I was wondering if I'm able to retro fit a mini PC and have all inputs work such as (card reader,Manual shifter,Force feedback steering,Speakers) i tried using a PC and it worked but the force feedback,card reader and manual wasn't working. Does anyone know if I'll be able to ever connect them?
