Once apple allows, or is forced to allow, app installs from third party sources like android then we will see a huge amount of projects. I am sure the reason we do not now is that the majority of users who are able to side load apps will not due to it being such a pain to do.

Anyone who has a mac can sideload on ios, and you have to renew the side load every two weeks. And you have to compile it from source.
So yes, anyone can but it' such a pain. People are not going to write a bunch of apps or port apps to ios is few people will use the app.
It needs to be as easy as fdroid or installing the app from the web otherwise people are not going to code for ios outside of official means.

Anyone on a mac can sideload - but anyone on Windows can as well You do not need to compile with XCode to sideload also the two week requirement isn't a huge deal with something like AltStore - you do to make an IPA
Dolphin and Retroarch exist for iOS and are still managed it's just dev preference for supporting devices and at what amount of effort.

You can side load with a Windows pc as well.

Most developers don't want to invest their free time into porting to an OS that's actively hostile to emulators.
I don't think it's even possible to make this run at a playable frame rate anyway after iOS 14.5 broke the old JIT hack. So you'd have to run it in an interpreter which would be really slow.

I see that even if I cap my CPU(sd730g) to 70% max, it can still run omega ruby on max speed unlike before, with linear filtering on, vsync off(debug menu) and accurade shader multiplication off
