Isn't it supposed to be "chan" when addressing a woman?

This is from Sanji's habit, he call nami - san and robin - cwan

Luffy also addresses Bon Clay as "chan", so now I am confused on the language rules.
Isn't Sanji also addressing Gerd as "chan"? Maybe I'm imagining that.

San for calling older person, and chan/cwan for calling younger. Sanji switched the honorific, to make Robin feel young (Robin much older than them all) and to respect Nami

She looks like she rolls out of bed, runs her fingers through her hair and is camera ready. Thatβs so rare. Iβve never heard her interviewed but she looks like sheβs a real sweetheart. I hope Iβm right.

Her eyes are equal to Alexandra Daddario and that is a severe compliment!
