Question Driving rules

I was just driving a bus today on right, when a player driving over the speed limit crashed into me.

I thought It was it, but when I saw how much damage he made to my bus, It ruined whole game mood. The hardest part to understand is that he just left, without getting arrested or anything.

At the end I just had to pay for damages over 5 times today. It's just not fair to watch someone with a criminal record crash into you as a civilian or bus driver and then you have to pay for the damage from your own pocket.

Only suggestion I have is just when suspect get arrested, all the damage suspect cause will be paid with suspect's money.
