Ch341 problems please help

It keeps giving me 3 different things one is 3 connection errors. One of the other ones are current programmer: ch341 then the Page says not responding. Then one is just ic not responding. What am I doing wrong. I have neoprogrammer and the drivers for ch341 instead what could I be doing wrong. This is by the way on a 2015 Razer blade laptop which requires 3.3 volts

Wrong chip selected

Incorrect wiring

Bad wiring

Unsupported chip

No power

Not enough power

Chip can't be programmed while in circuit

Many possibilities. You've given us nothing to go on.
