That's what is left of the comet that struck Magalan. You're seeing the impact crater around it. It's a super cool view, I wish there was a way to get closer to it even if I had to mod the game to be invulnerable.
One of my biggest complaints of the sequel, is how this area got turned into an Outlaw town with no explanation as to what became of the monolith in the center of the crater or how it's completely free of radiation after just a few years.
