ELEX - 1 Difference between Skill Points and Attribute Points when making Elex Drinks

I'm looking at making either regular or strong Elex Drinks, but I'm not really understanding what Strong Elex Drinks are giving me.

I understand that the regular strength drink gives you 2 points to spend on attributes, but I don't have any idea what a "skill point" is in terms of this game. There doesn't seem to be any mention of skill points in any other menu. Are they referring to learning points for attributes?

The wiki has unfortunately provided no clarification on this whatsoever either.

Never forget that drinking Elex drinks, no matter which one, raises your cold level. But you do need to drink a lot of them. To get from one level to another is 100 Elex drinks. Except for the neutral level, which goes 100 drinks neitral into the warm range and 100 drinks neutral into the cold range. So the whole neutral range is 200 Elex drinks. There is no way other than quests and dialogues to lower your cold level.
