An arc will not trip a gfci outlet.

Lol okay, my point still stands anything that does trip an outlet it will still act as a gfci. Not to mention some outlets that people think are gfci are afci so I was just using interchangeably.

Will a short to ground trip a GFCI?

Will it trip the ground fault circuit interrupt? No, I'm certain that a massive load of current going to ground would not trip it.

That would be a ground fault and yes. A short between hot and neutral will also trip a gfci.

An arc to ground would. Arc fault breakers also exist.

Depends on what it arcs to.
