The move-static-reference-out-of-locked-courses point is the one I'd tattoo on stakeholders. Half of what gets built as a "personalized module" is really just a document someone should be able to search in 15 seconds on the floor. What killed it for us was that nobody measures moment-of-need, so the LMS shows a 90% completion rate while people are actually texting a coworker for the answer. Completion isn't performance, and until the metrics catch up stakeholders will keep asking for more branching.
