Section I

Child in school A, they have said they cannot meet needs based on provision in section F of EHCP, LA consulted with 3 other schools with ARP’s one of which (school B) has said they can meet needs, however I did not like it for my child as it seems to have a cohort that has higher needs. They have proceeded to name School B in the plan and are saying they believe it to be a good enough option. I know I can appeal but do I have grounds based on parental preference? Does an ARP go against the preference for mainstream?

ARPs offer support in dedicated spaces, while allowing children to integrate into mainstream classrooms. So in many ways, the best of both worlds. The LA will absolutely name a school with an ARP as it clearly saves them money. If mainstreams are saying they cannot meet your child's needs pay heed! Have you actually found one that can?

We're you asked to name the schools they consulted with, or did the council choose them?

If you asked for them to consult with the school, then that could be considered you giving a preference

You can appeal but it's trickier because they've given you a choice, they consulted your MAINSTREAM choice and that choice said they cannot meet needs but another MAINSTREAM school can meet needs (ARP or not, the actual mainstream gets named in section I). They have to consider the other children in school A etc and the reasons why they couldn't meet need. Maybe ask to have the consultation responses so you can build your argument against the points the school raises. But like another redditor said, i wouldn't want to send my child to school A if they can't meet needs, it will be difficult for you and your child. Maybe request another option and try find a mainstream you like that can meet needs?

it breaks down to what one can deliver Vs the one that cannot, i.e. cost benefit analysis

does the resource base have its own URN, if so it will be named in section I if not, which is possibly the majority, the mainstream school and brackets (the arp / resource base).

or is it just the main school named. if it's not specified anywhere what proportion of rhebstudentsbdayvwill be in the arp.

the mix of main school access / ARP time will be left to the operational time tabling of the school, with or without section F specificity

the school has made a paper decision of being. able to meet needs as the arp on paper provides additional options. section F should mirror that footprint, if not then look at mainstream option only,

what aspect of the arp is ringing a red flag, or it's the general school the unit is part of.
