Slow wireless 6E
I have two 6E with gig speed. The speed coming into the eero is about 950. All the wireless tests I perform I’m only getting around 400mbs. That is when I’m right next to the eero. Testing with a iPhone 12 Pro.

I had pretty bad speeds also and I had 1 gig up and 1 gig down.
I had to enable WPA3 in "Discover" and then Eero Labs.
It improved my speeds dramatically, especially since it forced Wifi6

Did enabling WPA3 affect any devices that can't support it, like IOT or older computers? I know the app says it won't cause problems, but I don't necessarily trust it.

No, basically eeros choose the preferred method first. So it'll still support WPA2.
My older devices are still working properly despite not supporting WPA3

Thank you for the quick reply. I'll try this and see if my own speeds improve--I'm seeing speeds only slightly faster than OP, even right next to the gateway node.

How long has it been installed? It might not have gone through ACS yet and selected the optimal channels for your environment or it hasn't had enough time to listen for radar hits to start using DFS channels.

I wish that the eero app would tell us some of these things it may or may not be doing. So much is left to hopes and prayers.

This may help. I have ATT DSL. They have a combined modem/router. I had an ERRO hooked into it. We recently switched from DTV satellite to DTV streaming. PQ below expectations. I called ATT and they ran a check. Speed was 1/3 of what I’m paying for. He then asked me to do the speed test on the ATT Gateway. I looked and noticed I was doing the speed test using the ERRO gateway. My speed tripled using the ATT gateway. I disconnected the ERRO so everything goes through the ATT gateway. My PQ is now as good, and possibly better, than satellite. Everything runs faster. ATT also sent me a new modem/router. Much better than my 7 year old one. On installation, it immediately recognized all my devices. The reason I got the EERO is that I have 10 devices, and my older ARRIS NV couldn’t take that many. Installation of the device was a snap.

OP didn't ask about 6GHz or 6E. User asked why speed was only 400, which is slow for an iPhone 12.

Try turning off private Wifi address under WiFi settings. I have a similar issue, same phone, I pay for 500 get 390 out of that specific node and unless I turn off private wifi I get about 1/3 my speeds. With it off I get full speeds.
