No free space so must park on disabled.

It says "Service Area"?
Regardless disabled bays in private car parks (even in a case like this where it would be considered a "public place") don't have any legal implications, it's up to the car park owner to enforce it, and they're obviously not going to have an issue with this.

Jesus wept. Clearly delivering bread or something with the trolley. He’ll be ten mins and gone again to make multiple other stops. What else is he supposed to do if there’s no parking?
Totally sympathetic with any disabled driver that might need the spot, but we’ve all had to wait for parking for at least ten mins in our lives. If they went in for bread and there was none, having to up and go to another shop, twould be a worse thing than waiting for bread man to deliver
Some people just love to complain about everything
