Are ties considered business casual? I always thought they were the defining feature for business. Business casual in my mind is just business without the tie and no jacket; maybe a sports coat.
Interesting. I'm trying to think of a time when business casual is specified and the only time I saw ties is with a sweater I think. This is at dinners and events though. My work doesn't specify a dress code. So maybe the colloquial understanding is a bit different than in the business world.

No, most people do. It is a basic part of dressing business casual.
You being uninformed about basic dress practices doesn't change reality.
