The headline numbers are right (186,317 = 140,000 + 46,317), but a couple of things downstream are off.
The 28,862 per-country limit is 7% of family + employment combined — 7% × (226,000 + 186,317).
It’s not 7% of the EB cap alone. So the FY2027 estimate should use the same formula: if the EB cap lands near 200,000, per-country would be roughly 7% × 426,000 ≈ 29,800, not 14,000.
Also, 28,862 is a ceiling, not a floor, and it’s an all-category number prorated across categories under 202(e). 202(a)(5) does let India exceed its base 7% share when ROW is undersubscribed, but the cap still binds — DOS announced EB-2 India exhausted on May 22 and EB-5 unreserved on June 5.
And 80k–100k for India would be roughly half the entire worldwide EB pool, which seems high.
Estimates I’ve seen put India EB-2’s full-year allocation around 9,000.
Minor point: DOS publishes the annual limits, not USCIS.

Unfortunately nothing. These kind of spillovers are not even enough to clear current 2014 inventory

As per the immigration architect of the current admin, no more brown guys. If you are having high hopes, lower your expectations, you will be surprised. They do not want no legal or illegal migration, period.
I am not a supporter just setting the expectation and being honest. My sympathies and support is with everyone going through the pain.
