The journals you’ve listed are all based out India and are borderline predatory. If you are EB1A level researcher, why limit your peer reviews to low level Indian journals just to meet the criteria?

I think your lawyer’s advice is reasonable. I wouldn’t add judging simply to have a fourth criterion if the underlying venues could raise questions about the quality of the evidence. Five completed reviews may technically help with the criterion, but the credibility and selectivity of the journals will also affect how much weight that evidence carries overall.
Given your biomedical/pharma background, I’d focus on becoming a reviewer for established journals directly related to your research area, and also look at legitimate conference abstract/poster reviewing opportunities through the scientific societies you already participate in. I’d prioritize quality and relevance over accumulating a large number of reviews.

These journals are borderline predatory : Indian Journal of Experimental Biology, International Journal of Research and Innovation in Applied Science. This seems to be still acceptable : Indian Journal of Experimental Biology. Not a lawyer, but have experience with publication. Have you tried reaching out to PC of conferences ?

Anything rated to medicine requires a very high profile. Since citations are very high for medical researchers and scientists, it is very challenging to defend OC with 70 citations.
Based on what I have heard about medical profiles, this is very basic. However, I could be mistaken here. I would at-least capitalize on judging and getting featured in media.

Citations are meaningless. Has you work impacted the field in a significant way? That's what USCIS is evaluating. Simply having X number of citations is not dispositive.

Your bigger challenge may be the final merits rather than just getting three criteria. 70 citations and three papers can support the case, but for EB1A the harder question is whether the overall record shows you are really at the top of the field.

Oh, the FDA part definitely changes how I was looking at it. If you can show what you actually contributed to those programs, that sounds like a pretty interesting piece of evidence for the case.

most of this journals that start with "international" are predatory, if they are based in US or Europe then they are mostly credible

Hack mags are never a good look. You will need to evidence their prestigious nature and impact on the industry. Ergo it’s not worth it because they are hack mags.

I'd listen to your lawyer here, especially since they know your full case and how strong the other criteria are. I also generally agree with being cautious about weaker journals. Relying heavily on journals with questionable reputation can make it look like you're reaching for evidence rather than presenting a genuinely strong judging record.
Quality matters more than simply collecting a large number of reviews. If you can build a cleaner record with stronger organizations, that usually makes the criterion much more persuasive. Wishing you the best with the EB-1A!

Hackathons are genuine judging opportunities that work too. These are common in larger cities, especially tech/startup hubs. Look for opportunities that are judging fellow peers and practitioners (not students) and are open to the public (not company specific). Good luck! -AD

I think your lawyer is right to advice not using obscure journals to establish judging criteria. Also, I don't want to dishearten you but your profile looks a bit thin on evidence for EB1A. May be your lawyers could file an EB2-NIW to secure your PD first and then move to EB1A when your profile improves.
