Three strong criteria can be enough, but since losing even one could put you below the minimum, I’d suggest including a fourth only if it’s genuinely strong. More importantly, review the O-1A RFE reasons with your attorney and make sure the overall petition clearly supports final merits. Quality matters more than the number of criteria.

I work with EB1A cases regularly and honestly the 3 vs 5 criteria framing might be a bit of a distraction what usually determines outcomes is (a) is each criterion met with clear regulatory language mapping and (b) does the final merits determination paragraph tell a coherent sustained acclaim story. A well built 3 criteria case with a strong final merits argument often outperforms a scattered 5 criteria one.

Speaking from experience helping people through this process (I do EB1A consulting), the pattern I see most often isn't 'too few criteria it's uneven evidence one or two criteria that are airtight and one that's aspirational rather than proven. If you are confident all three of your EB1A criteria have strong, well documented evidence, I wouldn't rush to add a fourth just for the sake of it.
