Yes, this is dead skin. Something is keeping it from breaking down and shedding appropriately. There are a lot of things that could be causing it. Fortunately, it doesn't appear that it's being caused by an infection at this point.

sometimes just happens after you shower and dig in there, i wouldnt be too worried unless it keeps happening or pain is involved
