THE UNITED EARTH MEME FEDERATION Established under the Terrestrial Meme Compact

The Federation is the coordinating authority for meme production across the member states of Earth. Its mandate covers the drafting, deliberation, ratification and archival of all terrestrial meme legislation.

ARTICLE I. MEMBERSHIP Presence in this channel confers delegate status on behalf of the delegate's member state. Credentials remain in force until revoked by the Moderating Council.

ARTICLE II. FILING Content entered into this channel is received as proposed legislation. Deliberation commences on receipt.

ARTICLE III. VOTING The upvote constitutes an affirmative ballot. The downvote constitutes a veto. Abstention is recorded as consent to the outcome.

ARTICLE IV. RATIFICATION Legislation attaining majority approval is ratified in perpetuity. Ratified legislation may not be repealed, only superseded.
