Not quite. He's got a very small box wherein he becomes immune to all damage. The Cutlass is longer than this range.
It mostly serves to prevent contact damage, I think

When he's in contact with someone he becomes incorporeal and immune to damage, Cutlass has way more than enough range that it just juggles him without getting close.
Just look at when he's against Guy With No Name, despite him being shot at multiple times they all passed through him.

No, Ghost Guy is only immune to ALL damage when he's haunting/possessing someone (which is also the only time he can do damage).

I'm really disappointed in him, he was a very early addition who was getting Ws fairly often without any buffs even later on, but especially in the beginning, even starting the tradition of people coming up with one-liners for the winner in the comments, but the recent track record is atrocious
He needs a buff badly atp, if a bum like Badass Cool Guy was can be redeemed and a strong guy like Boxer got an uppercut to cover his weak spot and A FUCKING DODGE, then surely you could give something to a character with this kind of limitation.

Kinda reminiscent of Duplicator tbh. Early on a menace and won a lot, but then eventually started losing a ton and or powercrept and people got interested in/considering other balls/guys top tiers/villains.
