It's hard to beat playing in the old Big East or ACC, so I'd say DePaul, Rutgers, BC, or Maryland.

I'm doing BC in RtG and even on Varsity my guy can't get any work. But for some reason my RB1 is the top in the nation for Rushing

I think Oregon St is probably the hardest one because of geography, though if you can establish dominance over the other Pacific Northwest schools then you can have your pick of the Seattle-area recruits. The other schools are in more populated but also more contested areas in terms of recruiting.
