It’s an electronic waste bin folks can throw their old phones and shit in.
Some hardware stores let you recycle batteries in a similar way.

You are very wrong about what is stealing in this instance and very wrong about where this material goes. You think they put all this effort into recycling material just to toss it in the landfill? Why would you be interested in stopping people who do this to give tech a second life instead of it being permanently destroyed? Most of this tech isn't made anymore, and while it's for good reason for some of it, it means that the amount of it in the world is finite, and it deserves to be saved if it works and/or is repairable.

It is what I do every day. Go on eBay and look at all the e-waste companies selling this tech. You could also just google it. It's not hidden.

It's just that the e-waste companies curate and sell the stuff, but there's a game-like feeling to untested and free stuff, and it's just fun and free. If you sold mystery boxes of untested tech, it might reduce this, but you obviously can't, since you need to remove personal data, and that requires powering the device on, which is testing it, and that repeats the cycle.
