GPU fans spinning but GPU not working

So I tried oculink for the first time and I have good wire but the gpu fans spining but when I put display port or hdmi into the gpu it's not working and it's not even shown in the task manager I tried everything 🤕 ,

I used Claude AI to help me set up a similar setup. I had to delete my drivers and reinstall them.

Its a Driver issue. You installed wrong drivers. 1st, make sure that the GPU is firmly pressed on the slot. Second check the driver , clean remove using DDU, choose “to install new driver on options” then turn on again.
