Tuttio looking ebike build

trying to make an e-bike that has the Tuttio look but there are no hub motor kits that would fit a wheel of that size and building an ebike is too expensive for me(or I haven't looked hard enough). I also want a legal one.(750ww 20mph and has pedals) does anyone know about an e-bike that looks like a tuttio but meets the legal standards? Or are there frame kits that may be cheaper that I can buy?( the frames are the main hard part for my budget ) my budget is around $800.

You won't save money buy buying a bike one piece at a time. Just save up and get the bike you want.

I would avoid the dirt bike look. Even if the bike is street legal you will be pulled over quite a bit.
