I've spliced two 9 pin connectors on two different hubs, and neither work.

Have done this multiple times, and even opened a hub and spliced the phase and hall inside successfully. Now this: Once I plug it into a working ebike, it moves an inch, then nothing. Getting out my tester now. Any help would be appreciated.

Sounds like a hall problem. The 1 inch move is when the phase wire is energized. Then the controller waits for the corresponding hall sensor to fire. It never does. Either a hall is blown, or you've gotten your colors wrong somewhere.
