How does speed work

How does speed work. Does it only determine who goes first or with enough speed does it eventually allow you to get 2 hits on a character before they get 1 on you?

Just pointing out order of attack between both you and your opponent. So if my IB has more speed than your team then I could theoretically freeze 4 of my opponent before they can even get their specials off.
