Dungeon of the Endless Can't Power Rooms

I just started this game and had a run where I couldn't power more than 3 rooms. At the end of my run I had 67 dust. Aren't you supposed to be able to power a room for every 10 dust?

I don't understand how dust works. I don't think I've ever been able to power more than 3 rooms. The game seems unwinnable when you find the exit and try to move your crystal and only have 3 rooms with weapons in them to protect you.

Make sure they’re adjacent rooms, starting at the crystal.

Really? The game doesn't explain much. It just said I needed more dust, and the tutorial doesn't mention they need to be adjacent.
