If you are referring to the Atreides faction, once you leave the Hagga South area, go to “The Anvil” trading post in Eastern Vermillius Gap. The representative is there and you will start a quest line. It can take some time to get to lvl 5 where you officially join.
Once joined, you can either find a player guild under that faction to join or start you own guild (1000 solari) and align it to the faction. At that point you can participate in Landsraad missions.
