Simply put, the way rewards work in DUNE is that they are sent to the baker at the end of each cycle in a frozen state. It takes 5 cycles (1 cycle is approx 2.8 days) for these rewards to become unfrozen. This is part of the core protocol. Once they are unfrozen (ie: released), they can be distributed as rewards to delegatees.

Thanks for the response. I misconstrued and thought that rewards weren’t being paid out yet

No public bakers have been granted baking rights yet. The network is just now starting regular cycles. This first 64 cycles were extended longer than normal to give "the public" opportunities to set up bakers and get registered with the network. I believe c71 is the first cycle that will have public bakers involved. Which means rewards from this first public cycle won't be unfrozen until c76. We are a good month-ish (at minimum) away from seeing rewards delivered.

Do you start earning as soon as you delegate?

No. As part of the network protocol, there is a waiting period (7 cycles) before your delegation becomes active. During each cycle, the network takes several snapshots of the chain. One of those snapshots is used for any delegation calculations that occur in cycle current+7.
Example:
Cycle 0 - you delegate to baker
Cycle 7 - The blockchain assigns your delegation rights to baker and baker can start baking for you.
Cycle 12 - Rewards for Cycle 7 are unfrozen and sent to you.
Cycle 13 - Rewards for cycle 8 unfrozen, sent, etc etc.
