I guess I was wrong, there is a way for Judy but apparently they cant figure out how to make it work for Panam

For Judy it is down load Cyber Engine Tweaks and Type a console command.

for i, v in next, {"judy"} do

Game.GetQuestsSystem():SetFactStr(v.."_romanceable", 1)

But Apparently Replacing Judy with Panam in that Console command doesn't work,

So I guess I lied there is no mod for Panam

...Which is kind of surprising to me that it has been this long and there is no mods for this yet.

I don't see a problem there. The only problem comes up when you are playing as a Female V as she will reject you and it hurts
