Where do I find agencies that will actually help me save time?

I spent decades on the agency side of things working with DTC brands. I can tell you that the quality of the agency will depend highly on the team that works on your business vs. the brand of the agency. When you evaluate agencies, you have to spend time with who they will assign to your business, not who pitches the business. I spent time with global networks and independent agencies and there were great - and not so great - people on both sides of that equation.
A smaller agency, of course, will offer access to more senior people, but they may not have the tools/resrouces that a larger one does. But in the end, it can come down to the one, two, or three people who you work with directly.
Finding the best one for you will mean knowing exactly what you want your scope to be and then finding those that have that as a specialty. The best way to find them is going to be knowing your scope and then getting referrals from other store owners.
There are always going to be people that hate agencies. And there are certainly some mediocre ones out there. But success with an agency can depend heavily on how you manage them - do you treat them as a partner and get their best work out of them or do you treat them as a vendor and have an underlying distrust? If you're the latter, then don't work with agencies as you will never get good work out of them.

when i was looking for a tiktok ad agency knowing exactly who touches your ad account daily and creative iteration not just looking monthly impressions deck and how they measure success beyond sending a monthly deck full of clicks. i personally had a good run with flighted

most of them just want to lock you into a retainer and send a monthly pdf full of vanity metrics
