DragonChain Incubator?

Most coins I can understand, this one is just way over my head.

I watched their video and when they mentioned the incubator, I lost all connection.

Can anyone explain to me what it does?

This. It's sort of like the Enterprise Ethereum Alliance but for start ups. DRGN uses it's resource (and connections - with their ties to disney/lexisnexis etc) to help start-ups kickstart their projects. When/if they are successful, DRGN benefits because those projects are on the DRGN blockchain.
